Ulquiorra and Meumah  are at the City of Chaos..   located inside one od Gehennas Kingdoms who belongs to another Dark Lord...( not Mulzazel, a third one  )  
The place radiates a strange energy that makes imposible to fly over it , that's why Ulqui and Meumah are walking
